CLOVER ISLAND YACHT CLUB

General Rules

 

Article 1 - General Rules

Regulations relating to Moorage Space are covered in the By-Laws under Article VIII. The Board of Trustees has adopted the following rules, effective January 31, 2002.

1.1       All boats and boathouses must abide by applicable health and safety regulations. Gasoline, flammable materials or solvents shall be stored in approved containers. Waste is to be kept in approved containers. No oily rags are to be stored in boathouses.

1.2       Boat owners are responsible for safety and security of their boats and/or boathouses. Clover Island Yacht Club assumes no responsibility for damages or loss of any kind.

1.3       Permanent moorage of member's boats is allowed only in boathouses or in covered moorage. Moorage on the West side of the docks is allowed only while the boat is occupied and the owner is on the premises.

1.4       Members may transfer their lease for dock frontage, according to Article VIII of the by-laws. Non-members may not rent or lease boathouses or moorage at CIYC. "For Sale" signs are not allowed on boats or boathouses.

1.5       Walks or docks must not be used for storage of materials, dinghies, or other items, except authorized storage boxes in covered moorage.

1.6       Regular members may use guest moorage three times per year for up to two weeks on each occurrence. If space is limited, the following priorities will be implemented. The Commodore may make exceptions to this rule.

A.       Current Regular Members without moorage at the Club.

B.       Guests from other Yacht Clubs

C.       Members with a second boat.

Article 2 – Electrical

2.1       All electrical devices are the responsibility of the owners and must meet approved safety requirements. Electrical meters attached to the boathouses or in open moorage are the property of the Club and must not be disconnected or moved without Board permission.

2.2       Electrical meters will be read in April for billing purposes. Members failing to pay their bills by July 31st will be assessed a service fee of $50. If no payment is received by August 31st, service will be disconnected. There is a reconnection fee of $100.

Article 3 –Conduct

3.1        Minors under sixteen (16) must be under the supervision of an adult. No minor under sixteen (16) is allowed on walks or in the clubhouse after dark unless accompanied by an adult member over the age of 21. (See Article II Section 4 of the By-laws)

3.2        Safe conduct while on the premises is essential. There shall be no running on docks or
            swimming in the area.

3.3        Dogs on the docks must be controlled. Members are responsible for cleanliness of
             their dogs.

Article 4 – Fuel

4.1        Fueling of boats is allowed only at the fuel dock.

4.2        Fueling of non-members boats will be allowed only if they are members of a  reciprocating yacht club or the registered guest of the club.

4.3        Only members of Clover Island Yacht Club may use credit cards to purchase fuel.

Article 5 – Guests

5.1        All guests must register with the Caretaker upon arriving. The Caretaker will provide the guest with a temporary key and pass that must be displayed in the window of the boat. Keys must be returned before leaving.

5.2       Guest Moorage is available on the North docks only. Individual boathouse owners may host guests in front of their individual boathouses. These boats must be attended at all times to allow boats in other rows to exit.

5.3       Guest moorage is available for three days for up to three times per year. The Commodore may make exceptions to this rule.

5.4       Children under the age sixteen (16) are not allowed in the clubhouse, on the deck or on the docks without an adult present.

5.5       Safe conduct is essential. No running on the docks or swimming in the boat basin
            is allowed.

5.6       Dogs on the docks must be under control at all times and the owners are responsible
            to clean up after them.

5.7       Guests are requested to keep the docks clear for members taking supplies to their boats. Deck chairs are not to be left on the docks unattended.

5.8       Fuel is available to guest at the same price as members. The caretaker will open the pumps for use and collect the money. Credit cards are not accepted.

Article 6 - Covered Moorage

The Covered Moorage Committee as outlined in Resolution 2001-02 establishes covered Moorage rules.

6.1        Fees / Conduct

A.                 Covered moorage fees are established at $360 per year. In addition members are responsible for any electrical fees and special assessments as determined by the Board of Trustees. Any slip left vacant more than 30 days shall be sublet to the next person on the waiting list. The original leaser shall have the slip reassigned upon 48 hours notice.

B.                  The Dock Captain shall notify the member whose boat and or dock space does not meet the acceptable and reasonable appearance standards. (See Article VIII Section 8 of the Bylaws)

C.                  Any covered moorage slip left vacant more than 30 days shall be sublet to the next person on the waiting list. The original lessee shall have their slip reassigned upon 48 hours notice.

6.2Docks

A.                 No individual curtains or shades are allowed. Walls cannot be erected within the structure, nor can the ends or sides of the slips be enclosed.

B.                  Dock space around each boat shall be kept clean and clear of any hazards. Docks are to remain free of all personal items. All personal items must be stored in the approved storage containers.

C.                 The Club will supply basic bumpers and moorage cleats for each slip. No additional items may be attached to the structure, unless approved by the Dock Captain.

D.                 Water hoses shall be kept coiled on proper brackets clear of the docks and surrounding walkways.

6.3       Electrical

            All power cords crossing over the walkways must be suspended, at least seven (7) feet above the walkways. Members may not attach power cords to any other slip without permission of the Dock Captain. Only designated individuals may change the circuit breaker on the electrical outlets or place or remove an electrical meter.

6.4        Boats

            Boats shall be maintained in clean and orderly condition. Boats are to be secured to prevent them from protruding into the walkway.

6.5       Designated Slip Lease

A.                 A member leases a designated slip for each calendar year, and yearly thereafter,
      providing they remain a member in good standing.

B.             Members with a designated slip who sells their boat.

1.             If a member's intent is to purchase another boat, the slip remains with the member, providing the purchase occurs within 6 months, and the slip is re-occupied by the member. A member may request a waiver from the Board for unforeseen or hardship situations.

2.             If a member sells their boat and has no intention to purchase another the slip shall revert back to the Club under the following conditions and terms.

a.            Individuals who purchase a boat and choose not to become members have 10 days to remove the boat from Club property.

b.            Individuals who purchase a boat and become members shall be permitted to use the slip, under the original lease for up to 60 days or the end of the calendar year, whichever comes first. At the end of this transition period the slip reverts back to the club for re-assignment.

6.6           Method Of Assigning Designated Slips And Upgrading To A Preferred Slip.

                A.        Covered Moorage Upgrade List

                        The purpose of the upgrade list is to allow members who currently have slips in covered moorage to move to a vacant slip they feel is more desirable.

1.      The Dock Captain shall post a Covered Moorage upgrade list on the Club bulletin board.

2.       Members wishing to upgrade will notify the Dock Captain who will maintain the upgrade list.

3.       When slips become available the Dock Captain shall offer that slip to the member who is at the top of the list.

a.            If the top member turns the offer down, the offer is extended to the next person on the list. The process continues until a member accepts the offer. That members name is then removed from the list.

b.            The process is followed for each slip that becomes available. Once assigned to the new slip, that slip becomes the members designated slip.

c.             Exception: For waiting members with boats that will not physically fit into a West-side slip. In the event a slip becomes available on the East side, and the number one waiting list member's boat will not physically fit into a West side slip, after the Dock Captain has made an assessment of the upgrade list, that number one member will be assigned an East side slip.

                B.        Waiting List For Covered Moorage

                        The purpose of a waiting list is to provide for an orderly method of assigning slips to members desiring moorage. An assignment to designated slip shall occur after the upgrade process has been exhausted. The new assignment shall be the bottom line slip opening.

1.                  In the event there are members who desire a slip in covered moorage and covered moorage is full, the Dock Captain shall initiate a waiting list and post it on the Club bulletin board.

2.                  Members desiring a slip shall contact the Dock Captain, who will place their name on the waiting list.

3.                  Members who are offered a slip and reject the offer shall be rolled to the bottom of the list.

4.                   Upon being assigned a designated slip the member may request that their name be added to the upgrade list.

                C.        Trading Of Slips By Members Who Have A Designated Slip.

1.                   Trading of slips must be authorized by the Dock Captain and approved by the Board of Trustees.

2.                   No trading of slips shall occur that circumvent the upgrade or waiting lists.

3.                   No trading shall be allowed as a result of monetary gains and or transactions.

                D.        Forfeit Of A Slip

                        A member in covered moorage who rents a boathouse shall forfeit their designated status with the exception of those occurrences that are on a temporary basis and that have been approved by the Dock Captain and the Board of Trustees

Article 7 - Boat Houses

7.1        A spare key for each boathouse must be left in the master key cabinet to provide
             access in case of emergency.

7.2        The Dock committee shall inspect all boathouses at least once each year, inside and outside, for condition and appearance and for safety and fire hazards.

7.3       Adequate fire protection is to be furnished by each boathouse owner, minimum one (1)
            5-lb. ABC fire extinguisher.

7.4        Boathouses shall be kept in good condition and repair and all outside upright wood
            surfaces painted.

7.5        No new multiple slip boathouses are allowed. Future boathouses are limited in width to 24' wide and 60' in length on "A" row. Boathouses on rows "B" "C" and "D" are limited to 20' wide and 42' in length.

7.6        Boathouses must be maintained to established standards.

 Article 8 - Clubhouse

8.1        Reservations:

A.         The use of the Clubhouse is intended for members and their immediate family. The
    Clubhouse is not to be used by relatives, friends, or third parties. The use of the
    Clubhouse is restricted to social events. No commercial activities are allowed.

B.          The bar area at the West end of the Clubhouse is not included in the area to be
     reserved and is not to be used by the reserving members party. Access to the
     restrooms from the North exit shall not be restricted.

C.            Applications for use of the Clubhouse must be submitted 30 days prior to the event.
    A Hold Harmless Agreement must be signed before the Clubhouse can be reserved.

8.2       Private use cannot conflict with regularly scheduled club activities. This includes but is not limited to General Membership meetings, Board meetings, Club sponsored events and Friday night no host dinners

8.3        Deposits

A deposit of $250 shall be made at the time of application. Up to $200 of the deposit may be returned upon the approval of the Commodore or his designee, based upon the cleanliness of the Club immediately following the event. Reserving members are also responsible for all damages caused by there guests.

8.4Activities

The reserving member shall be in attendance for the entire duration of the function and is responsible for the conduct and activities of their guests. All activities including cleanup must be completed before 2 AM. Required liquor permits are the responsibility of the reserving member. Permit will be posted on the bulletin board.

Article 9 - Equipment Use

9.1        A Regular Member may use the haul out facilities by making arrangements with the Caretaker or the Board of Trustees. A request form must be filled out and submitted to a Board Member or Caretaker prior to the time of requested use of the equipment or facilities. The equipment/facilities may not be used until the Commodore, or his/her designate has signed the form and agreeing to the Hold Harmless Agreement

9.2       In the event of an emergency, a member may use any equipment or facilities needed, by filling out the request form and leaving it on the desk in the office, under the door or with the Caretaker.

9.3       No Yacht Club Property may be taken from the premises with the exception of the trailer. The trailer may not be taken off Clover Island. Use of the trailer off the Club property is limited to 48 hours.

9.4       Equipment that can be used includes, trailer, hoist sling, stands or the East Port
            of Kennewick launch.
